Management of International Agreements at the Technical University of Manabí: Optimization for Institutional Development

Abstract

This research aimed to propose a comprehensive approach to optimize the management of international agreements at the Technical University of Manabí (UTM), through an adaptable model that maximizes benefits and mitigates challenges, thereby strengthening internationalization and institutional development. The methodology combined interviews with agreement managers and surveys of more than 500 members of the university community, complemented by a documentary analysis of the agreements managed between 2019 and November 2024. A comparative analysis was also conducted with the University of Seville’s model to identify best practices. The results reveal significant limitations at UTM, particularly in its organizational structure, availability of personnel, and technological resources, which negatively affect the effectiveness of the agreements. Nevertheless, key benefits were identified, such as student mobility, access to advanced infrastructure, and improvements in internationalization indicators. As a conclusion, an adapted organizational model is proposed, which includes the creation of a Vice-Rectorate for Interinstitutional Relations and specialized vice-deanships, aimed at strengthening the institutional management of international agreements and enhancing their strategic impact within the university context.
